A wave of major procurement opportunities is shaping the UK social housing market today, with high-value frameworks and contracts spanning repairs, retrofit, compliance, pest control, and large-scale development works.

Opening the day’s lineup, Shropshire Towns and Rural Housing (STAR Housing) has issued a £23.25m Preliminary Market Engagement Notice for the repair and replacement of windows, doors, and associated works. Set across the West Midlands with a 36-month tenure, this contract will be established under a JCT Measured Term framework, offering suppliers scope to shape a long-term housing stock improvement programme.

Continuing the focus on essential housing services, Caledonia Housing Association Ltd is preparing a £16.5m, 24-month PIN for a lotted framework covering repairs, maintenance, and voids across Scotland. With potential extensions taking the maximum duration to four years, the procurement is split geographically, including specialist works for conservation and listed buildings – creating opportunities for both regional and specialist contractors.

Driving forward decarbonisation goals, Two Rivers Housing has released a £15.2m, 48-month contract for Retrofit Works (ID646). Structured into three lots—consultancy, renewable technologies, and fabric improvements—the framework is designed to ensure independence between oversight and delivery, making it a significant procurement opportunity for contractors focused on energy efficiency and compliance with the Procurement Act 2023.

Strengthening heating infrastructure, Falkirk Council has announced a £5.1m, 36-month framework agreement for gas heating replacement in council housing properties. Covering installation, system removals, and associated works, the council aims to form a framework with multiple providers, balancing price and quality to secure cost-effective delivery for tenants’ essential services.

Compliance remains in sharp focus as the Northern Ireland Housing Executive launches a substantial £29.86m, 60-month contract for Periodic Electrical Inspection and Testing across domestic properties. This agreement encompasses inspection, remedial works, and full EICR certification, all aligned with BS7671 standards. With lots spanning multiple regions and new regulatory requirements emerging, the contract represents one of the largest electrical safety programmes in the sector.

Expanding into nationwide services, ESPO (Eastern Shires Purchasing Organisation) has issued an £8.33m, 36-month framework for Pest Control Products and Services (150_25). Split into three lots covering supply, proactive and reactive services, and emergency response, this UK-wide procurement offers contractors a chance to deliver compliance-critical pest management solutions to housing providers and public bodies.

Capping the day’s tenders, Clarion Housing Group has unveiled a £94.83m, 41-month contract for the Majestic Way development. Encompassing residential and commercial spaces across multiple UK regions, this high-value procurement opportunity seeks a main contractor to deliver a transformative scheme, underlining Clarion’s role as one of the largest housing developers in the sector.
