The UK social housing sector continues to see substantial investment across frameworks, refurbishment programmes, and estate-wide upgrades, with major awards reflecting the breadth of housing maintenance, compliance, and improvement priorities nationwide.
Marking one of the largest recent procurements, CHIC Limited has launched its Multiple Elements of the Built Environment Framework 2025–2029, valued at £970m over 48 months. Delivered by contractors including APC Building Services, Bell Group, CLC Contractors, DBM Building Contractors, and others, this national framework covers a wide span of housing works. It incorporates 17 workstreams, ranging from demolition, extensions, roofing, insulation, doors, windows, and electrical services through to bathrooms, kitchens, scaffolding, and decoration—ensuring members across the UK can procure responsive repairs, void works, and complex refurbishments under a compliant structure.
Turning to essential day-to-day upkeep, South Kesteven District Council has awarded a £5.5m housing repairs contract to Foster Property Maintenance and Lukeman Electrical. Running for 36 months, with extension options up to five years in total, this contract will provide a 24/7 responsive repairs service for around 6,000 dwellings, garages, and community centres across Grantham, Bourne, Stamford, and The Deepings. The scope covers a wide spectrum of works including damp and mould remediation, drainage, roofing, asbestos removal, electrical repairs, disabled adaptations, and emergency out-of-hours response.
In Greater London, the Industrial Dwellings Society Ltd. (IDS) has appointed SER Contractor for Whole Estate Improvement Works at Stepney Green Court, Mocatta House and Navarino Mansions. This £5.16m contract spans 13 months and will deliver major roof, window, and door replacements, structural repairs, and external redecorations across multiple estates in Tower Hamlets and Hackney. The agreement combines a JCT Intermediate Building Contract with a Pre-Construction Services Agreement to manage phased improvements over three financial years.
Meanwhile, Sandwell Metropolitan Borough Council has confirmed a £1.75m award to Hill Interior Contracts for a 36-month programme covering Bathroom, Shower, Wet Room and Flooring Replacement along with associated builders’ work. This planned and responsive contract spans tenanted homes, void properties, and public buildings, ensuring upgrades to living standards and compliance across its housing stock in the West Midlands.
Adding a shorter-term yet high-impact scheme, Norwich City Council has instructed A&B Glass Company on a £1.3m call-off for its Windows and Doors Renewal Programme. Delivered over 8 months, the works are procured via the Eastern Procurement framework and focus on vital stock improvement through replacement of windows and external doors across council properties.
On compliance, Milton Keynes Borough Council has engaged the Bell Group for a £13.9m fire door replacement contract. This 24-month agreement, with the option to extend for another two years, will replace dwelling entrance doors, communal and service doors, and loft hatches across block properties. The contract underpins statutory fire safety obligations and strengthens asset management under the Council’s Housing Maintenance and Investment team.
Further south, Plymouth Community Homes has awarded BuildX (SW) a £5.36m refurbishment contract for the Pembroke Street Project. Lasting 37 months, the scheme covers upgrades to eleven “star block” archetype buildings and two traditional blocks, delivering wide-ranging refurbishment and modernisation to improve quality of life for residents in the South West.
Finally, Thirteen Group has appointed RE:GEN North East under a Prosper Procurement framework direct award for Roof Replacement & Finlock Gutter Phase 4. This £1.18m scheme, running 7 months, includes roof replacement, finlock guttering renewal, and internal damp repair works across housing stock in the North East and Yorkshire.
