Major developments in UK social housing procurement highlight a strong focus on energy efficiency, adaptations, and essential compliance contracts, with multi-million frameworks shaping the delivery pipeline across Scotland, Wales, and England.
The Highland Council has unveiled a series of £26.6m Energy Efficiency Frameworks, each running for 24 months, to accelerate Scotland’s decarbonisation agenda. Appointments include Arthian, Carbon Futures, Currie & Brown UK, Momentum 4, Mott MacDonald, Renewable Energy Consultants and Rybka for EPC and energy management; Bancon Construction, Insulated Render Systems (Scotland), MPC Energy and Procast Building Contractors for retrofit and insulation works; Bancon Construction, MPC Energy, Procast, Distrikt Energy, Greenflame Installations and RPJ Energy Solutions for ventilation, air conditioning, heat networks and heat pumps; and Bancon Construction, MPC Energy, Procast, Distrikt Energy and Greenflame Installations for solar PV delivery. Together, these frameworks will provide consultancy, retrofit upgrades, renewable energy systems and advanced building controls, driving large-scale housing improvements and ensuring compliance with energy efficiency standards across the region.
Strengthening independent living, Wakefield Metropolitan District Council has awarded a £8.9m, 36-month framework for the supply, installation, servicing and maintenance of specialist adaptations equipment. Handicare Accessibility, Prism UK Medical and Wessex Lift Co. have been appointed to deliver stairlifts, ceiling track hoists, steplifts, through-floor lifts and LOLER inspections, ensuring vital support for vulnerable residents across Yorkshire and the Humber.
Securing continued investment in Welsh housing, Caredig has signed a planned maintenance contract with Cardo (Wales & West) covering responsive repairs, major void works, component replacement and out-of-hours services. Running for 24 months, this contract will sustain housing quality and tenant satisfaction across the provider’s stock.
Bespoke Supportive Tenancies (BeST) has strengthened compliance across its housing stock with two key awards. Robert Heath Heating has secured a £125k, 12-month national gas servicing contract covering around 270 properties, delivering boiler servicing, repairs and maintenance during BeST’s merger with Westmoreland Supported Housing. In parallel, Security and Fire Experts have been appointed to a £166k, 12-month contract to provide fire alarms, emergency lighting, firefighting equipment and EICRs, ensuring rigorous fire safety standards are upheld for the same portfolio of homes nationwide.
Supporting long-term asset reliability, Vico Homes (formerly WDH) has called off £100k of gas servicing and maintenance under the EN Procure Gen 4 framework. Delivered by The Gas Company, this 48-month contract covers East Coast properties across Yorkshire and the East Midlands.
Progressing waste management innovation, North Lanarkshire Council has awarded a £15.7m contract to Diverse Investments Scotland (trading as Newtown Waste Solutions) for bulky waste uplift, recycling and POPs disposal. Delivered under Scotland Excel’s DPS, the 12-month housing and government contract ensures sustainable waste treatment and compliance with national disposal requirements.
Expanding new-build delivery, WestWorks Procurement Ltd has confirmed a £15.8m call-off with Nevada Construction to develop 27 affordable homes at the Carn Thomas site in the Isles of Scilly. Running for 25 months, this residential new-build scheme will provide modern housing alongside associated external works.
Concluding the awards, City & County of Swansea has procured an external wall insulation and renewable installation contract to upgrade 12 council-owned homes in Garnswllt. This 12-month housing regeneration scheme, valued at several million pounds, will include insulated render systems, re-roofing and solar PV, supporting compliance with the Welsh Housing Quality Standard (WHQS).
