Social Housing RMI Business Intelligence
Ladies and gentlemen of the class of ’26,
Accept certain inalienable truths: Prices will rise. Politicians will philander. You, too, will get old. And when you do, you’ll fantasise that when you were young, prices were reasonable, politicians were noble and children respected their elders.
Respect your elders.
Mary Schmich
It only seems like just over a year ago I was at the 2025 Housing Community Summit in Liverpool, but low, it came round again. Not a conference to miss. So I booked my ticket to Manchester (Doh!) – mistake possibly due to the close proximity of L and M in the alphabet – and headed up to La La Land, to spread some Locarla love.
If you don’t know already I sit in a very fortunate position where, unlike most people I come into contact with – housing associations and local authorities are not my target market. They talk about wanting data, but they don’t really. Although – and I kid you not – one of our few HA clients has 95 users. Go figure that out. They ‘get it’.
But this situation pains me; we have the largest repository of social housing data in the world and they don’t know what to do with us. So, this month we’re trying to make accessing housing data easier for everyone – think ‘painting by numbers’, without the paint, or the numbers. If you’ve been to our Housing section this week you will have seen that we have changed the default data on the home screen. We did this (should have done it years ago), to highlight the range and breadth of data we collect. Next week, we’re adding more ‘data views’ – Housing, Finance, EPC, R&M & TSMs. You click, we populate the table with data.
What I am loving even more than that is a ‘Notice Intelligence’ demonstration page Ajay & the team built for you good people. You can read more about that below.
Clients have seen quite a few changes to our contract section over the past couple of months. Because of that, we re-built the Contract Management PDF so clients and non-clients can see screenshots of the system – although it will have to change again next month…
Now I’m spent. I’ve given you everything. I don’t even have the energy to tell you about the big project we’ve been working on to incorporate the contract notice with client and contract intelligence onto one page – you’re just going to have to wait until next month.
‘Blue links‘ for all and ‘green links‘ are behind login so dependent on your licence.
Welcome, welcome, one and all.
Notice Intelligence
We taught Locarla to read a tender.
We have been working for some time on how we can use large language models within Locarla – not simply by adding an AI chatbot, but by combining them with the data, classifications and sector knowledge we have built over many years. We didn’t set out to build ‘AI enabled software’ – we wanted to learn how to build our own ‘AI’ without ChatGPT, Claude etc. This journey will have taken us 3 years in January.
The demonstration we are showing here was built in a day and a half. Not because the problem is simple, but because the underlying work wasn’t.
The ‘notice reader’ sits on top of the classifications, procurement data, sector knowledge and language-model infrastructure we’ve already spent years developing. Once that foundation exists, building useful applications on top of it becomes considerably faster.
This week we applied that work to procurement notices.
A procurement notice contains a lot of useful information, but much of it is buried in unstructured text. We are training our systems to read that information and turn it into a consistent contract record – identifying the scope of work, trades, property types and quantities, planned and responsive requirements, contract structure, duration, value, mobilisation requirements and other important details.
It also produces a short plain-English summary.
Why does that matter?
Because once information is structured, we can do much more with it.
Instead of simply finding a notice containing the right keywords, Locarla will increasingly be able to understand what the contract is actually about.
It means better searching and filtering, better contract comparisons, more accurate alerts and, ultimately, the ability to interrogate hundreds of thousands of contracts in ways that aren’t possible when the important information is buried in descriptions.
This isn’t a product – what we’re showing you here is what is happening under the hood at Locarla every day. We train systems to understand procurement data so it can make connections to other notices, clients, contractors, to give our clients better business insight.

August League Tables
Built Environment Contracts – August 2026 Overview
August 2026 saw total contract activity at £286.42m, a much quieter reading following the sharp spike seen earlier in the year. Activity was concentrated in a handful of trades rather than spread broadly across the sector, with Fire Safety leading at £91.77m, followed by Gas Servicing & Central Heating at £81.52m and Planned Works at £64.50m – together accounting for roughly 83% of the month’s total.
Fire Safety’s total was driven by large Peabody Trust awards to East West Connect (£20m) and Fixatex (£18m), while Gas Servicing & Central Heating was boosted by twin £23m awards to Concept Heating Systems and Rothwell Plumbing Services with Together Housing Group. Overall, the month’s value rested on a small number of major awards rather than broad-based activity across the market.
Top Contractors (Showing 10 of 50 companies)
Responsive Repairs
Responsive Repairs activity fell sharply to £14.89m in August, down from £390.10m in July and one of the weaker months of the past year.
• New entrants featured prominently in the top rankings, led by Jeakins Weir (£5.57m), GOS Heating (£3.94m), Glasgow City All Trades (£1.24m), and 1 Hornes Homes and Gelder (£0.64m each).
• P J Lilley advanced to rank 41 (£0.64m won), while Cardo Group held rank 4 with £2.05m in August wins.
Interpretation:
A subdued month, with activity concentrated in a wide spread of new entrant awards rather than incumbent-led wins.
Responsive Repairs (Showing 10 of 99 companies)
Planned Works
Planned Works activity eased considerably in August to £64.50m, down from £247.84m in July and closer to the lower end of the annual range, though still above £48.94m recorded in August 2025.
• Emplas Window Systems made the biggest move, climbing twenty-five places to rank 39 on £6.74m in wins, while Emanuel Whittaker rose fourteen places to rank 26 (£6.36m won).
• SER Contractor slipped twenty-seven places to rank 47 despite securing £3.10m. Our leagues are based on contracts won over a 12 month period, clearly SER had a big win 13 months ago. New entrants Foster Property Maintenance (£9.73m), Penshurst Construction (£7.09m), and P. Casey & Co (£6.36m) all broke into the league.
Interpretation:
A quieter month following July’s elevated activity, supported by a small group of sizeable awards and several new entrants.
Planned Works (Showing 10 of 197 companies)
Gas Servicing & Central Heating
Gas Servicing & Central Heating surged to £81.52m in August, up from £49.53m in July and the second-highest month of the year, behind February’s £90.16m.
• Concept Heating Systems leapt eighty-two places to rank 4, and Rothwell Plumbing Services climbed thirty places to rank 3 – both landing £23.00m awards.
• Sureserve Compliance South held onto top spot with a further £10.03m in wins, while McTear Contracts vaulted forty-nine places to rank 6 on an £18.08m award.
Interpretation:
A sharp acceleration in activity, driven by several major heating awards pushing the month to its second-highest level of the year.
Gas Servicing & Central Heating (Showing 10 of 102 companies)
Voids
Voids activity held firm at £22.74m in August, barely off July’s £23.17m and comfortably clear of June’s £4.45m low – a second consecutive month of stronger volumes.
• Three fresh names cracked the top 25 this month: MP Group UK (rank 15, £8.30m), Gratton Construction (rank 20, £5.91m) and Derek McNulty Joinery & Building Contractors (rank 22, £5.78m).
• Quality Assured Property Maintenance and A P Waters Building Contractors rounded out the new arrivals (£2.51m and £71,196 respectively), while incumbents C & M Servicing and CLC Contractors each edged back a single place.
Interpretation:
Momentum has carried through from July, with new-entrant awards rather than incumbent activity keeping the market above £20m.
Voids (Showing 7 of 90 companies)
Fire Safety
Fire Safety held at a high level in August, recording £91.77m – below July’s exceptional £131.20m but still the second-highest month of the past year.
• Ventro climbed four places to rank 4 on £6.69m in wins, and Seddon Construction jumped ten places to rank 20 with £3.23m, while Snowdonia Fire Protection rose twenty-eight places to rank 37 (£2.03m).
• New entrants East West Connect (£20m), Fixatex (£18m), Lightside (UK) (£12m), and Purdy Contracts (£10m) underlined the continued flow of sizeable fire safety programmes.
Interpretation:
Substantial activity persisted despite the pullback from July’s peak, supported by several large individual awards.
Fire Safety (Showing 10 of 171 companies)
Roofing
Roofing activity eased back in August to £10.99m, down from £28.98m in July, bringing the month closer to the lower levels seen earlier in the year
• Apex Services Group strengthened its league standing to rank 24 (£2.92m won), Elkins Construction advanced sharply to rank 44 (£1.68m won), Liam Bacon improved its position to rank 40 (£1.19m won), and John Flowers edged up the table to rank 14 (£43,716 won).
• New entrants Niblock Building Contractor (£2.92m) and Intercity Roofing (Yorkshire) (£0.36m) secured their first league positions this month.
Interpretation:
A quieter month following July’s stronger activity, with value spread across a larger number of smaller awards rather than driven by a small number of high-value contracts.
