Major repairs, fire safety, housing construction and compliance awards continue to drive investment across the UK social housing market, with councils and housing providers progressing significant frameworks, direct awards and specialist building contracts.

Opening another major procurement programme, Angus Council has awarded the Housing General – Unplanned Repairs Term Contract with a combined value of £4.8m to various contractors. The term contract covers reactive unplanned repairs across occupied and void homes, communal areas, garages and external assets, alongside potential kitchen, bathroom and window replacements. The contract supports maintenance of the council’s urban and rural housing stock, with flexibility to accommodate future property acquisitions and disposals.

Continuing investment in housing maintenance, Fife Council has awarded the Replacement of Bathroom/ Shower Room to Domestic Properties, Including Reactive Maintenance in Various Locations Including all Associated Works to McTear Contracts for £2.7m, establishing a multi-supplier framework for bathroom, shower room, wet room and level access shower replacements with ongoing reactive maintenance. Separately, the council awarded the Below Ground Drainage Provision Including CCTV framework to Dyno Rod, Drainmaster Scotland and R. Lindsay & Co (Contractors) worth £3.0m, covering drainage repairs, CCTV surveys, emergency call-outs and out-of-hours services across domestic and commercial properties.

Strengthening fire safety compliance across its housing portfolio, Newham London Borough has completed two direct call-off awards from the Procurement for Housing Fire Safety Works Framework. Supply and Install of Fire Doors in Tenanted Properties Contract 1 has been awarded to Gerda Security Products for £20.5m, while Supply and Install of Fire Doors in Tenanted Properties Contract 2 goes to HLS McConnell for £10.3m. Both contracts deliver the supply and installation of compliant fire doors throughout tenanted residential properties.

Expanding long-term compliance services, Choice has awarded Fire Safety Systems to Building Protection Systems (NI) for £8.5m. The five-year contract, with an option to extend by two years, covers inspection, testing, servicing, maintenance and emergency repairs for fire alarms, emergency lighting, smoke ventilation, dry risers, controlled door entry, CCTV, automatic doors, gates, barriers and associated fire safety systems across its Northern Ireland housing stock and commercial estate.

Supporting affordable housing delivery, Caledonia Housing Association Ltd has awarded Construction of Social Housing at Whitehill Court to Sim Building Group for £4.5m. The contract delivers the construction of new social housing, adding further affordable homes while supporting the association’s wider development programme.

Further expanding affordable housing provision, West Highland Housing Association Ltd. has appointed TSL Contractors under the Selection of Contractor for New Build Housing contract valued at £2.9m. The design and build contract delivers ten new affordable housing units together with associated infrastructure on the Isle of Mull.

Advancing building safety improvements, Cheltenham Borough Council has awarded Replacement EWI to 3 No 5 Story Blocks Flats at Arle Road, Grevil Road and Orchard Way in the Hesters Way/ St Pauls Area of Cheltenham to Cardo (Wales & West) for £1.2m. The contract includes replacement external wall insulation, decentralised mechanical extract ventilation and loft insulation works across three five-storey residential blocks.

Progressing planned asset investment, Aster Group has awarded Waiblingen Way Roof and Structural Works – Phase 2 to Midlands Building & Maintenance for £398k. The contract focuses on roof replacement and associated structural works, supporting the long-term condition and resilience of residential buildings.

Supporting local authority environmental services, Wiltshire Council has awarded Food Waste Caddies to IPL Plastics (UK) for £1.7m. The contract covers the manufacture and delivery of 7-litre and 23-litre food waste caddies to households across Wiltshire as part of the council’s waste collection programme.

Separately, Riverside has awarded the External Audit contract to KPMG for £4.4m through the RM6310 framework. The call-off secures external audit services under a further competition process, supporting financial governance and regulatory compliance.

Concluding the day’s awards, Hull City Council has appointed Synergize under the Structural and Building Investigation Surveys for Four Blocks of Large Panel Systems (LPS) Constructed High Rise Residential Buildings contract worth £2.0m. The 11-month contract will deliver structural investigations, detailed building surveys and costed recommendations for remedial works across four high-rise residential buildings, informing future asset management and investment decisions.
