Strong investment in housing compliance, fire safety, refurbishment, adaptations and decarbonisation leads today’s procurement activity, with local authorities, housing providers and government bodies bringing forward a diverse pipeline of framework agreements, major works contracts and specialist maintenance opportunities.

Opening today’s procurement pipeline, Framework for Adaptation Works to Domestic Properties – General Building sees Cardiff Council launching a £12m framework over an initial 2-year term with two optional extensions. The procurement opportunity will appoint up to four contractors to deliver disabled facilities adaptations across domestic housing stock, including wet rooms, ramps, extensions, structural alterations, general building repairs and accessibility improvements, supporting Independent Living Services through mandatory and discretionary adaptation programmes.

Continuing the drive towards low-carbon housing, Homes for Net Zero Phase 3 (HfNZ P3) has been issued by the Department for Energy Security & Net Zero with a total value of £7.6m. The multi-lot contract will support the next phase of a national research programme through trial management, monitoring, consumer engagement and installation of low-carbon heating technologies, including heat pumps, while generating evidence to inform future housing decarbonisation and climate resilience policy.

Further strengthening refurbishment activity, Provision of Void Refurbishment Works and Planned Minor Works 2026 has been released by Runnymede Borough Council under a 2-year contract with two optional extensions. Split across two geographical lots, the procurement opportunity will appoint one contractor per lot to undertake void refurbishment, planned maintenance and minor works across the council’s housing stock.

Adding significant compliance investment, Fire Safety Systems Servicing, Maintenance, Remedials and Installations – SH2025-029 from Southern Housing is valued at £59m across North and South regional lots. The framework contract covers reactive maintenance, planned servicing, fire risk assessment remedial works, installation and upgrading of fire safety systems, emergency call-out services, asset surveys, scaffolding provision, resident communication and full IT integration across the landlord’s housing portfolio.

Alongside wider compliance programmes, Statutory Maintenance and Reactive Repairs of Powered Pedestrian Access Doors (Including Reactive Repairs to Door Entry and Access Control Systems) has been issued by Renfrewshire Council. The contract continues statutory servicing arrangements for powered pedestrian doors, ensuring ongoing compliance with current safety regulations while delivering planned maintenance and responsive repairs to access control and door entry systems across the council’s estate.

Major building safety investment continues with Golden Lane Estate Major Works Renewal – Cuthbert Harrowing Main Contractor, where the City of London has launched a £35.1m contract covering pre-construction, enabling and main works phases. The procurement will deliver refurbishment, fire safety, compliance, energy efficiency improvements, M&E replacement, roof and façade repairs, ventilation, electrical upgrades and communal improvements at an occupied higher-risk residential building while maintaining resident occupation throughout delivery.
