A strong pipeline of responsive repairs, planned maintenance, housing development and specialist frameworks is driving today’s UK social housing procurement market, with landlords and public sector bodies launching major opportunities spanning housing stock investment, compliance, grounds maintenance, roofing and new-build delivery.

Setting the pace for today’s procurement activity, Northern Ireland Housing Executive launches two major procurement opportunities. The £95.9m Response Maintenance & Improvement contract covers responsive repairs, voids, fire safety, asbestos, civil engineering, compliance inspections and a 24/7 repairs service. Separately, the £35.7m Grounds Maintenance Works programme covers landscaping, tree planting, inspections and environmental maintenance, with both currently at the preliminary market engagement stage. 

Continuing the focus on responsive maintenance, Responsive Repairs and Maintenance Contractor Framework from Livv Housing Group launches a £23.3m, four-year framework covering 19 specialist repair lots across approximately 13,000 homes in Knowsley and the wider Liverpool City Region. The procurement opportunity spans joinery, roofing, gas, electrical, damp remediation, drainage, plumbing, flooring, renewables and general building works, with preliminary market engagement informing the final framework structure.

Moving into planned investment, Cyclical Repairs and External Decoration – Epping Forest District Council from Qualis Property Solutions Ltd is a £3m contract for external repairs and cyclical decoration of council homes and communal blocks. The programme includes remedial works, roofing repairs, scaffolding, communal redecorations, tenant liaison, asbestos management and quality assurance, alongside a 12-month defects period supporting long-term asset protection and resident satisfaction.

North Warwickshire Borough Council has launched a £1.6m Multi Trade Contract (Housing Maintenance) procurement covering responsive repairs, void works, planned maintenance and scaffolding across its housing stock. The contract combines routine and capital works, with tender evaluation focusing on quality, compliance, customer service, social value, health and safety, and pricing. 

Expanding building services maintenance, West Suffolk Council has launched two five-year procurements, £2.7m Mechanical Services Maintenance Contract 2026-2031 covers plumbing, heating, HVAC, boilers, air source heat pumps, BMS support, compliance inspections and emergency call-outs, while the £2m Electrical Services Maintenance Contract 2026-2031 includes EICR testing, rewiring, emergency lighting, EV charger inspections, photovoltaic servicing, energy-efficiency upgrades and refurbishment works across corporate buildings, housing and temporary accommodation. 

Looking ahead to regeneration activity, Spire Neighbourhood Preferred Development Partner from Chesterfield Borough Council launches a £50m procurement opportunity seeking a preferred development partner for the Spire Neighbourhood project. Preliminary market engagement, including site visits and supplier questionnaires, will shape the forthcoming development partnership.

Supporting future housing delivery, Eastleigh Borough Council has launched two significant opportunities. The £40m Kings Copse Ave Housing Development seeks a design and build partner to deliver 192 homes across market sale, market rent and affordable tenures, while the £5m Hampshire House office-to-residential conversion will create around 40 homes, with pre-market engagement commencing shortly. 

Kingstown Works Ltd (KWL) has launched a £2.7m procurement for Re-Roofs to Domestic Properties – Hull City Council, seeking subcontractors to deliver re-roofing works to around 245 council homes. Split into five lots, the contract covers pitched and flat roofing, shed refurbishments, aerial and satellite relocations, and scaffolding, with works scheduled from November 2026 to April 2028.
