Retrofit investment, planned maintenance, new housing delivery and regional framework procurement dominated today’s UK social housing contract awards, with major funding directed towards decarbonisation, housing improvements, construction, consultancy and specialist maintenance across councils and housing providers.

Leading today’s awards, Main Contractor Contract for Energy Efficient Retrofit Works has been awarded by Northumberland County Council to Sureserve Energy Services UK and PHS Home Solutions for £15.0m. The contract supports delivery of the Government’s Warm Homes: Social Housing Fund and Warm Homes: Local Grant programmes, helping improve housing stock through domestic retrofit, energy efficiency and decarbonisation works aimed at achieving EPC C by 2030 while reducing fuel poverty and household energy costs.

Continuing investment in planned improvements, Replacement Kitchen and Bathrooms has been awarded by Be One Homes (formerly Bolton at Home) to A.Connolly for £3.8m. Procured through the Fusion21 Building Improvements Framework, the contract runs for one year with an optional one-year extension and covers kitchen and bathroom renewals, together with electrical rewiring where required, across occupied housing stock throughout Bolton.

Strengthening responsive maintenance capability, Domestic Electrical Services has been awarded by City of Doncaster Council to DLJ Electrical Contractors, JRB Electrical Doncaster and Paul McGrath Electrical for £300k. The contract provides domestic electrical services supporting ongoing repairs, compliance and maintenance requirements across the council’s residential housing portfolio.

Alongside planned estate maintenance, Southern Housing has completed three separate window cleaning call-offs through its Dynamic Purchasing System. Cleaning Services: Window Cleaning – External – Lot 4 has been awarded to Cleanscapes for £597k, Cleaning Services – Window Cleaning – External – Lot 5 to Four Corners Cleaners for £467k, and Cleaning Services – Window Cleaning – External – Lot 3 to Mark Durant Cleaning for £237k. These contracts support external and high-rise window cleaning services across Southern Housing’s residential estate.

Providing one of the largest procurement opportunities of the day, YORbuild Major Works 2 has been established by Leeds City Council as a £1,500.0m framework for various contractors. The regional framework will support general building works, contractor-designed projects and selected civil engineering works for public sector and third-sector organisations across Yorkshire and Humber, Nottinghamshire, Derbyshire, parts of Leicestershire, Lincolnshire and North East England.

Supporting affordable housing delivery, Construction Works at Farnborough and Bessborough Sites (Passivhaus) has been awarded by Wandsworth London Borough to Kind and Company (Builders) for £23.9m. The contract delivers 46 Passivhaus homes, including supported housing and family apartments, alongside demolition, landscaping, parking, cycle storage, play facilities and associated external works, contributing to sustainable new housing provision.

Expanding social housing supply in Northern Ireland, Competitive Land Design and Build Contract Within NIHE Area Dungiven 25 – 40 Units has been awarded by Woven Housing Association Ltd. to Carnabane Building Contractors for £6.7m. The design-and-build contract covers land acquisition, development and construction of between 25 and 40 new social housing units on a single site in Dungiven in accordance with Department for Communities standards.

Supporting ongoing planned maintenance programmes, Design Survey Supply & Delivery of Fitted Kitchen Units Via SP 23 011 has been awarded by East Renfrewshire Council to City Building (Contracts) for £1.0m. The contract provides kitchen design surveys together with the supply and delivery of fitted kitchen units and associated components for improvements across the council’s existing housing stock.

Completing today’s awards, Mechanical and Electrical Consultancy Services – Lot 4 has been awarded by Your Housing Group to Pettit Singleton Associates for £1.6m. Let through the EN Procure Construction Consultancy Services (Gen4) framework, the contract commences in July 2026 for an initial one-year term with options to extend annually until June 2030, providing specialist mechanical and electrical consultancy for future housing maintenance, compliance and capital projects.
