A strong pipeline of planned investment, asset modernisation and compliance-led procurement opportunities dominated today’s market, with housing providers and local authorities seeking delivery partners for refurbishment, planned maintenance, fire safety, electrical, decarbonisation and new housing programmes.

Leading today’s opportunities, Ongo has launched two £37.5m procurement opportunities supporting its Decent Homes investment programme across North Lincolnshire. Home Modernisation & Refurbishment Works Contracts and Planned Works – Kitchens and Bathrooms Replacement Programme Including Associated Electrical Works are both proposed as 3-year contracts with options to extend by 5 years, covering kitchen and bathroom replacements, associated electrical upgrades, rewires, void property refurbishment, damp and mould remedial works, tenant liaison and wider internal refurbishment through a multi-supplier, performance-based framework. Alongside these, Grounds Maintenance Services (Grass Cutting and Associated Grounds Maintenance Works) has entered pre-market engagement to shape a future contract for grounds maintenance, communal external areas and environmental caretaking services.

Expanding maintenance procurement, Maintenance Services 2026 from YMCA St. Paul’s Group represents a £1.6m procurement opportunity covering maintenance contracts with individual terms generally ranging from around 20 months to 2 years, each with extension options. The programme spans responsive building maintenance, electrical compliance, heating servicing, fire safety, water hygiene, lifts, ventilation, cyclical decoration and change-of-occupier works across its estate.

Moving into specialist heating infrastructure, Boiler Plantroom Refurbishment Works at Colley House from Hillingdon London Borough offers a £300k contract to refurbish a communal boiler plantroom. The works include replacement boilers, mechanical and electrical installations, gas infrastructure, BMS controls, ventilation, water treatment equipment, 84 heat interface units and associated resident liaison to deliver a compliant heating system.

Strengthening future construction capacity, Minor, Mechanical & Electrical Framework from Harrow London Borough signals a forthcoming £35.5m framework procurement covering minor building works alongside mechanical and electrical projects across the council’s estate portfolio. Market engagement will help shape the procurement strategy, encourage SME participation and inform the framework structure before formal tendering.

Focusing on housing repairs, Property Electrical Repairs from Bernicia Group Ltd outlines a £2.5m contract for electrical repairs and maintenance across housing stock in Berwick-upon-Tweed and North Northumberland. The procurement opportunity includes reactive and planned electrical repairs, EICRs, consumer unit upgrades, emergency call-outs, certification, void property works and compliance services.

Supporting decarbonisation, Solar PV Operations, Maintenance and Development Services from Wrexham County Borough Council is a proposed £2m contract covering approximately 2,725 solar PV systems. The future contract will include monitoring, planned and reactive maintenance, compliance inspections, metering, asset optimisation, new installations and portfolio expansion to support long-term carbon reduction objectives.

Enhancing void turnaround services, Framework Agreement for the Provision of a Clear and Clean Service on Void Properties and Communal Areas to General Need Blocks from Cannock Chase Council offers a £1.2m recurring framework for clearance and cleaning services. The framework covers void property cleaning, rubbish removal, pest control, hazardous waste, communal area maintenance, graffiti removal, decant support and rapid response requirements across council housing stock.

In the development sector, Design and Build Contractor for Delivery of Houses and Apartments in Upper Acre Parcel from Eastleigh Borough Council represents the day’s largest opportunity at £100m. The procurement seeks a design and build contractor to deliver 424 mixed-tenure homes alongside infrastructure, landscaping and public realm works under a JCT Design and Build Contract, forming part of the wider One Horton Heath development.

Supporting property improvement works, Building Works at Court Place from Home Group presents a £1.8m contract for building refurbishment works at Court Place in Folkestone. The procurement will deliver improvements identified through building survey recommendations, helping maintain housing assets through planned construction works.

Revitalising existing buildings for housing use, Healthy Homes Refit (Post Office) from North Devon District Council offers a £1.3m refurbishment contract with a 12-month programme and optional 3-month extension. The project involves reconfiguring an existing property to provide residential accommodation through comprehensive refurbishment and conversion works.

Completing today’s procurement pipeline, Wheelie Bins & Kerbside Recycling Containers from Procurement Services begins market engagement for a future £50m framework supplying wheelie bins, food waste containers, recycling boxes, waste housing units, RFID-enabled containers and related environmental products, supporting local authorities and public sector organisations with compliant waste management infrastructure.
